The launch of these two projects marks a successful start to the industrial development of Binzhou High tech Zone in the new year.

The total investment of the project is 270 million yuan, mainly for the construction of 1 × 260t/h high-temperature and high-pressure coal powder boilers, supporting 1 × 25MW back type steam turbine generator units, environmental protection facilities such as denitrification, dust removal, desulfurization wet electricity, and sludge drying. The commissioning of this project provides strong guarantee and support for the livelihood and industrial heat load of Binzhou High tech Zone, with an additional heating area of 3 million square meters and an industrial heat load of 200T/H, meeting the medium and long-term economic and social development needs of Binzhou High tech Zone.

The project adopts the best energy-saving and environmental protection mode of cogeneration based on heat and electricity: the boiler host uses a high-temperature and high-pressure coal powder boiler, which improves the thermal efficiency by about 10 percentage points compared to circulating fluidized bed boilers of the same scale, and extends the continuous operation cycle by 7 months; The nitrogen oxides and particulate matter of environmental protection facilities have decreased by 50%, from the original 100mg/m3 and 10mg/m3 to 50mg/m3 and 5mg/m3, respectively; The steam turbine generator unit adopts an extraction back pressure type unit, which can meet the different steam parameter requirements of industrial heat users in the heating network and has stronger adjustability of steam parameters.

After the project is put into operation, it can effectively replace the scattered coal consumption in Binzhou High tech Zone, reducing the emissions of major atmospheric pollutants such as sulfur dioxide, nitrogen oxides, and particulate matter by 30%, 50%, and 50%, respectively; All the fly ash generated from project operation is used to produce building materials for sale. At the same time, the waste heat from boiler flue gas is utilized to dry and incinerate the sludge generated by the operation of the Joyful Home Textile Wastewater Treatment Plant, achieving efficient utilization of boiler flue gas and environmental protection disposal of sludge solid waste, with significant economic, social, and ecological benefits.

It is reported that Binzhou Dongli Thermal Power Co., Ltd., the carrier of the Binzhou High tech Zone Heating Center project, was established in April 2004, put into operation in March 2005, shut down in May 2008, and restarted after the establishment of Binzhou High tech Zone in August 2009. Joyful Home Textiles took over Dongli Thermal Power through equity transfer. Dongli Thermal Power is a cogeneration enterprise that mainly provides heating for people's livelihood and industry, with power generation as a supplement. It is the only public thermal power plant in Binzhou High tech Zone.

The centralized heating system in the urban area of Binzhou High tech Zone has begun to take shape, but the existing centralized heating sources are relatively small and cannot fully meet the urban heating demand. There is also a significant gap in industrial heat load. At the same time, the original equipment configuration of the heating center can no longer meet the needs of residential heating and industrial heating load, therefore, it is imperative to carry out expansion project construction.

This project adopts a high-temperature and high-pressure coal powder boiler with an efficiency of over 91.5%, and is equipped with a high-temperature and high-pressure suction back type steam turbine generator unit, which is a nationally encouraged development project. According to the "Binzhou High tech Zone Cogeneration Plan", after the project is put into operation, the original scattered coal-fired facilities in Binzhou High tech Zone will be gradually shut down to improve the comprehensive utilization rate of energy and comply with national energy policies.

Shandong Ruyue Medical Technology Co., Ltd. is a subsidiary of Shandong Xinyue Health Technology Co., Ltd. It mainly researches and manufactures high-end medical equipment and consumables, including medical infusion sets, syringes, precision filters, surgical kits, dressing kits, degreased cotton, gauze, surgical gowns, isolation gowns and other medical supplies, as well as high-end equipment such as smart wheelchairs, smart beds, and smart bathtubs for medical elderly care and rehabilitation.

The company's purification workshop has a building area of 14776 square meters, with a 100000 level purification level area of over 7000 square meters. The testing area has local purification levels of 10000 and 100, respectively. The production capacity is 250000 sterile medical device infusion sets, 600000 sterile medical device syringes, 100000 catheters, and 10000 sets of medical surgical kits per day. 56 sets of equipment will be installed in the first phase, capable of producing 120000 sterile infusion sets and 250000 sterile syringes per day. To meet the needs of research and development, production, and testing, a fully functional and advanced 10000 level biological testing laboratory has been established, with 150 sets of supporting testing instruments and an initial investment of 80 million yuan.

The purification workshop broke ground on October 23, 2017 and completed the first and second floors on February 8, 2018. Starting from June 25th, 2018, various pipelines were pre embedded and pre laid based on electronic drawings, and then entered the stage of optimizing design and construction simultaneously. On July 16, 2018, the construction blueprint was completed, and after 40 days of detailed investigation, bidding, and negotiation, the contracts for purification decoration engineering, central air conditioning system engineering, production and testing equipment selection were signed. On August 15, 2018, the purification decoration began, and the project construction entered the sprint stage. Due to the criss crossing of various professional pipelines and high construction standards, through scientific and reasonable scheduling of construction plans, multiple construction parties closely cooperated. After 90 days, the construction of various pipelines above the roof and the installation of purification decoration wall panels were completed on November 15, 2018, meeting the equipment installation conditions. On December 29, 2018, formal power transmission was achieved. Starting from January 1, 2019, equipment debugging was carried out, and some equipment reached the production conditions on that day. At the same time, we have fully entered the stage of clean cleaning, system debugging, and clean area self inspection. After 28 days of effort, we applied for on-site testing from the Jinan Medical Device Quality Supervision and Inspection Center of the National Medical Products Administration on January 28, 2019, and passed it in one go. We obtained the qualification 6 months ahead of the general progress in the same industry and met the production requirements.
